Dehradun under Kumaon and New Land Regulations

          British high command appointed F.J. Shore as joint district magistrate and revenue commissioner of Dehradun on 24thOctober 1822. Dehradun was part of Saharanpur Commissioner. In 1824, Shore sent a letter to his superiors that the people of Dehradun are not civilized as people of plains. The regulations for plains did not suit to hill men of Dehradun. The Company government put Dehradun under Kumaon commisisonary by regulation 21 of 1825. The proposal was as –
   “There will be a provincial officer under Kumaon commissioner. Dehradun, Chandi  Pargana of Garhwal – Gangasalan, Chaundkot, Barasyun, Devalgarh, Nagpur for criminal and tax collection will be under provincial officer.  The officer will tour the said region for administration. It is advised that he will keep court in Dehradun from May to October and from November to April in Shrinagar. By that administration, the hill people could contact the officers easily. Hill people could contact officers in Dehradun too.”
 The government fixed Rs. 1500 the monthly salary for Shore and monthly salary for Trail Rs 2500. Government offered additional responsibility of Dehradun for Trail. Government connected Chandi under Shrinagar- Dehradun.
  Shore conducted sixth land settlement of Shrinagar Tehsil for next five years. Shore informed that Garhwal farmers had difficulties in selling their agro products as there was no market for them. The farmers of Tallasalan were more progressive in changing hill land into farm land.(Atkinson)
    The union of Dehradun with British Garhwal did not last more than four years.  By regulation – 5 of  1829, Dehradun was put under Meerut Davison.   Chandi Pargana remains under Kumaon.
