Kathga Khailya Re and Education System Being Free of Corruption

(Abstract: In this write up, the author talks about characteristics of corrupt free education system, types of corruption in education system and poems about corruption in Syria, Armenia and other countries. )

(This write up is 11th part of Analyzing Kathga Khailya a Garhwali poem by Narendra Singh Negi and poetry on Corruption from 150 countries)

Narendra Singh Negi, one of the famous most Indian singers did not mention about education system in his Garhwali (Indian) language poem ‘Kathga Khailya Re’ but when he writes

Niyuktyun kee ras malai . transfron ko halva

Halva re , Sohan halva

Niyuktyun kee ras malai . transfron ko halva

Mana ki bhagma tera , chelon ko jalva

Chelon ko jalva , chelon ko jalva

Bindi mitho ni khalauyu tyun sugar badhi jalo re

Bindi na sapod …….

(The bribery in appointment is equal to Rasmalai (milk pudding) and the bribery in transfer is similar to Sohan halva (a type of sweet pudding). There are spectacular activities by disciples (means agents of officer or leader) and they (agents or intermediates) get fabulous reward from corruption )

Those who know Uttarakhand well, they are aware about corruption in appointment and transfer in education system in Uttarakhand province of India. Narendra Singh Negi hints about corruption in education system in the poem when he satates C’Chelon Ko Jalva’

World Education Forum Dakar Framework (2000) shows its worry over corruption in education by stating, “Corruption is a major drain on the effective use of resources for education and should be drastically curbed”. The forum cautions that corruption in education is more dangerous than corruption in other sectors due to its long term effects. Corrupt education system blocks equality and brings down the quality of education. Low quality of education due to corruption is not effective in eradicating poverty. Corruption in education system creates future citizens who don’t believe in law and order of the country or even they don’t believe in need of code of conducts necessary for humanity. Students lean short cut in getting results and don’t believe in the value of efforts in life.

Stephen Heyneman (2002) pints out following characteristics of Education System Free of Corruption:

1-Equality of access in opportunity of education

2- Evenhandedness in education distribution and fair practices of distribution of educational materials.

3- Transparency and Fairness in selection in higher education and specific training education

4-Fiarness in accreditation at all levels

5-Fairness in acquisition of goods and materials for education

6-Maintainence of code of conducts by administrators and teachers in private or public education system

Types of Corruption in Education System

There are various types of corruption in education system

1-Corruption in Selection of employees in education system

2- Corruption in selection of education materials and syllabus

3- Corruption in Selection of students at all levels of studies

4- Corrupt procedure in Accreditation

5- Corruption is various supplies

6-Due to corruption, less spending in education system

7- Professional Misconduct:

J.M. Braxton and A.E, Bayer (1999) laid down the professional misconducts as major source of corruption in education system. These are –

7A-accepting gifts or rewards for selection

7B-Assigning grades of students as per race, region, ethnicity, culture and other attributes

7C-Forcing students to adopt a different religion, culture, philosophy, personal values (as in past Christian missionaries used to do),

7D-Harrasing a particular student or group of students

7E-Forcing students to study a particular publisher’s books or making syllabus as per publisher’s pressure (teacher taking gifts from publishers or manufacturers),

7F- ignoring shortage or gap in education system

7G-Using institution’s property for commercial use for self benefits

Most or all the scholars as Chapman (2002), Levecic and Downes (2004), Pena and Rodriguez, Lehola, Das et all (2005) , Theo Eitcher (2006), and hundreds of researchers , who did researches on corrupt education system advocate that transparency is the first factor in curbing corruption in education system

The Garhwali poem ‘Kathga Khailya Re’ by Negi state directly or indirectly that curbing corruption in school, controlling corruption in higher education institutions, curtailing corruption in technical institution, stopping corruption in education system is the responsibility of each citizen.

Poems about Corruption in Syria

Syria comes 48th in corruption list from top.

Nizar Qabbani (1923-1998) was a prolific poet of Arab world. Nizar wrote love poetries (got sharp criticism from conservative critics) and political poems criticizing rampant or widespread corruption of Arabic dictators. Nazir’s poems not only criticize the political orders but these poems also criticize ordinary people and poets who do not raise their voices against wrong happenings

There is no surprise that one of the famous most Indian singers Narendra Singh Negi (a Garhwali language poet of India) wrote, compose and sung many Garhwali (Indian) poems and he wrote, compose , sung the poem on corruption lately when he saw the situation of corruption worsening day by day after Uttarakhand province came in existence ten years back.

Nizar was unhappy about the cowardly attitudes of Arab writers and he wrote an article on the subject

“….Therefore, the Arabian writer is torn between his “civil position” as a man married to the government and his “artistic position” as a man yearning to cheat on his wife “the government,” but cannot carry out for the sake of the children’s future and the family honor!

Until we find the great courageous Arab writer who can tear out his certificate of marriage with the authority, and commit adultery even once, literature books will remain for us far from interdiction and confiscation, exactly like housekeeping books!”

Corruption wise Nicaragua is on 49th position in world corruption map

Poets from both the time pre revolution and after revolution, as Ernesto Cardinal wrote poetries about the evils of corruption.

Before revolution, long back in nineteenth century, Ruben Dario (1867-19160 wrote many verses regarding freedom, social consciousness and corruption.

Dario wrote, “Poetry will exist as long there is problem in life an death….There are no schools , there are poets”

Poems on Corruption in Armenia

Armenia ‘s position is 56th in corruption from top

A migrated very famous poetess (whose poetry books were sold in black) Alicia Ghargossian wrote many poems against corruption

The International Istanbul Poetry Festival winner Artem Harutynyan wrote poetries against Armenian genocides and corruption

Before liberation from Russia, Armenian born poet Paruyr Sevak (1924-1971) -(who was called Poetic Prpphet of Armenia, had been voicing out criticism against corruption by Soviet rule.

From Indian point of viw, the prophet of Garhwali (Indian) Music , Narendra Singh Negi had been voicing his concern for soaring corruption in Uttarakhand province of India through various platforms. Negi’s previous music album ‘Nauchhami Narayan’ up sets very much previous chief Mninister Naryan Datt Tiwari. It is news that the present leadership of all political parties specially current ruling party Bhartiy Janta Party in Uttarakhand of Indian province are feeling afraid of the newly launched album ‘Kathga Khailya’
